The Regulator is responsible for the orderly and efficient management, allocation and assignment of frequencies in the radio spectrum. This includes issuing radio spectrum licences to authorise persons to use the radio spectrum and make transmissions by radio and making frequency or band plans.

Under Part IV of the Telecommunications Act 2005 as ammended empowers the Regulator to make rules for radio spectrum licences and for authorization of the use of radio apparatus. In addition, the Regulator issues radio spectrum licences as either apparatus licences (both transmitter and receiver licences) or class licences.

Radio spectrum licences are separate and additional to telecommunications licenses. Service providers who use the radio spectrum to provide telecommunications services are required to apply for and hold both a radio spectrum licence and a telecommunications licence.

The Regulator is responsible for investigating radio spectrum interference and is also empowered to resolve disputes about radio spectrum interference.
