The Government of Samoa is currently preparing the Digitally Connected and Resilient Samoa Project. The project will be financed by the World Bank and implemented by the Ministry of Communication and Technology (MCIT) and the Office of the Regulator (OOTR). The Project’s executive agency is the Ministry of Finance.
The objective of the Project is to increase resilient and inclusive use of broadband internet and enhancing delivery of digitally enabled services.
Project components include:
Component 1: Digital Connectivity and Digital Government Infrastructure.
This component will support the development of climate and disaster-resilient national digital connectivity infrastructure that aims to maximize the benefits of digital connectivity for public institutions, businesses, and citizens of Samoa. Sub-components include:
1. National fibre network to improve service delivery.
2. Enhancement of the capacity, coverage, security, and resilience of the Government’s Intranet
3. Upgrade and establishment of secure and resilient government data center and support for the rollout of broadband pilot(s)
Component 2: Strengthening and enhancing the enabling environment for the digital transformation.
This component will support capacity building for MCIT and OOTR and strengthen the enabling environment for digital government and digital economy of Samoa. Sub-components include:
1. Transactional, Policy and Regulatory Support for Public Private Partnerships (PPP) and Feasibility Assessment
2. Regulatory support, policy and legal framework for digital government and economy
3. Enhancement of Cybersecurity
Component 3: Project implementation support.
This component will finance technical and operational assistance for Project management and implementation.
The Project will be implemented in accordance with relevant GoS’s environmental and social law and policies and the World Bank’s Environmental and Social Framework. Material actions and measures are outlined in the Project’s Environmental and Social Commitment Plan. The Project’s Stakeholder Engagement Plan outlines how the Project will engage stakeholders throughout the project lifecycle.
The Project is expected to commence in late 2024.

Every year, on the fourth Thursday of April, International Telecommunication Union (ITU), governments, NGOs, schools and tech companies all around the world reach out to girls and young women to showcase the exciting potential of technology as a career choice.
In 2020, International Girls in ICT Day will be celebrated on Thursday, 23 April. The Day is all about inspiring girls and young women to pursue Science, Technology, Engineering, and Mathematics (STEM) studies and leverage the power of digital technologies to follow their dreams.
This year, ITU and the Government of Samoa via the Office of the Regulator will co-organize the global celebrations of the Day in Apia, Samoa on 23 April.
