Digital Samoa Project

The Government of Samoa is currently preparing the Digital Samoa Project. The project will be financed by the World Bank and implemented by the Ministry of Communication and Technology (MCIT) and the Office of the Regulator (OoTR). The Project’s executive agency is the Ministry of Finance.

The objective of the Project is to increase resilient, inclusive and safe access to broadband and the use of the internet while enhancing the capacity of the Recipient to deliver digitally enabled public services.

Component 1: Investments in Digital Connectivity and Digital Government Infrastructure

*This component will support the development of climate and disaster-resilient national digital connectivity infrastructure that aims to maximize the benefits of digital connectivity for public institutions, businesses, and citizens of Samoa. 

*Sub-components include:

i) Upgrade and Extension of the core and last mile fixed fibre network; 

ii) Enhancement of the capacity and coverage of the Government’s Intranet; 

iii) Rollout of broadband pilot(s) including the usage of the National Government Portal and enhancements to the 2AP radio broadcast system; and 

iv) Upgrade and establishment of secure and resilient government data centre.

Component 2: Institutional strengthening for enabling environment for digital economy

*This component will support capacity building for MCIT and OoTR and strengthen the enabling environment for digital government and digital economy of Samoa.  *Sub-components include: 

i) Capacity building for the digital economy; and 

ii) Enhancement of Cybersecurity.

The Project will be implemented in accordance with relevant GoS’s environmental and social law and policies and the World Bank’s Environmental and Social Framework. Material actions and measures are outlined in the Project’s Environmental and Social Commitment Plan. The Project’s Stakeholder Engagement Plan outlines how the Project will engage stakeholders throughout the project lifecycle.

The Project is expected to commence in late 2024.

Every year, on the fourth Thursday of April, International Telecommunication Union (ITU), governments, NGOs, schools and tech companies all around the world reach out to girls and young women to showcase the exciting potential of technology as a career choice.

In 2020, International Girls in ICT Day will be celebrated on Thursday, 23 April. The Day is all about inspiring girls and young women to pursue Science, Technology, Engineering, and Mathematics (STEM) studies and leverage the power of digital technologies to follow their dreams.

This year, ITU and the Government of Samoa via the Office of the Regulator will co-organize the global celebrations of the Day in Apia, Samoa on 23 April. As per previous years, there will be a Coding competition to commemorate this event. Check out the competition poster and competition form  for more information.
